Who is the Stupidest villian?

I vote Stiltman (Ironman The 1994 animated series) and here's why.

I remember this Iron Man issuse, however Stiltman wasn't a regular villian at all, just some sort of clishe who was shown only one time, less than a minute. For me the stupidest villian is every mad scientist from video games or cartoons.

For stupidest villain, I'd have to say Dr. Robotnik from AoStH. All he really cared about was causing smog and pollution, not world domination or anything extreme like that. I think the Robotnik in the comics is more badass. In the newest issue he not only captured everyone on Knothole but defeated Sonic and blew up Castle Acorn.
