Emulators and Roms

The following is a question that I asked via pm to one of the Invisionfree Admins, regarding the discussion of emulators and roms on this and/or any forum.

Me: Hi, sorry to bother you, i know this may seem to be a dumb question.. and i know that we are not allowed to post links to warez and roms, and things like that but are we allowed to talk about emulators? the topic of xbox modding has already come up and i plan on raising the question of which would be better for playing emulators.. the xbox or the pc.. it was then i wondered if we were allowed to discuss emulators on the forum but i wasnt too sure.. i asked this on the forum, but no one replied.. i don't see any harm in it, but i dont want to permit anything that will get my forum shut down for a TOS violation.. Can you help me out with this?

Seth: Yes, emulators are legal and allowed... ROMs are usually not though.

Me: Thank you for your reply, and just to be on the safe side, are they allowed to discuss roms as well, as long as no links are posted?

Seth: Right.

Me: Ok. Thank you very much. Has this question been asked and answered before? If so, where? The reason i am asking is because i would like to use it as a reference in case there is a discrepancy, and a proof of consent is needed?

Seth: Notice the Terms of Use:

Emulators aren't even mentioned. Thus they're okay. ROMs may not be provided, linked to, given instructions about how to obtain or use, or uploaded for members. So you wouldn't want somebody saying "oh yeah, go to site Foo to get ROMs". But saying "This emulator is compatible with ROM X" is fine.
