It's far simpler than a text file... It's a drop down menu at the bottom of the screen... And any admin can do it.

I choose the correct response for the situation, such as welcome. Then I click go and bam, the reply appears as if I'd typed/copy and pasted it in and hit post.
Saves loads of work when you have to say the exact same thing loads of times.
